Thanks for all the information you've provided here.
Can you please try these steps?
1. Disable the Origin in-game Overlay in the Origin Launcher, and the game properties in your Library
2. Clear Origin Cache: https://help.ea.com/en-us/help/faq/clear-cache-to-fix-problems-with-your-games/
3. Clean Boot: https://help.ea.com/en-us/help/faq/how-to-clean-boot-your-pc/
4. Disable Background Apps: https://help.ea.com/en-us/help/origin/origin/programs-that-may-cause-conflicts-with-origin/
5. If you're using Discord, please disable the Discord Overlay

I don't want to look rude, and I swear that's not my intention. Also, I know you don't work for EA.
But I think it's really weird for you to provide all these various suggestions, not to mention that the game really has a technical issue related to Stuttering on the PC, and that there is even a topic here in the Forum with almost 400 replies from users who are reporting Stuttering problems.

I'm having the same problem with the PS4... Checked my connection and all the other things like suggested above. So far I haven't found a solution, unfortunately.
