How is fire bad? Fire flower and Paleontologist are great. I frequently get a lot of vanquishes with them. Sure, base damage is somewhat lower but with all the enemies who are jumping and evading, fire damage makes sure that you will damage them even though you got 1 hit and also helps in locating them when they run away.
Yesterday, someone with max rank got most vanquishes with mystic flower so I guess it's how you use it. Also, petrified cactus is good for players who know when to detonate.
Fun fact: toxic citron can be useful(believe it or not) if enemy team is full of players who hide behind cover and shoot from a distance.
Roadie Z is a beast with double damage upgrade and a triple burst mouse so your fingers won't fall off.

First off, yes you are right, I do believe that fire flower and paleo are good, however, they are weaker then almost all others in their respective classes.
Fire as a whole just isnt good. Take it from someone who has god like aim with a ps4 controller, fire just isnt as good as everything else in most situations, tho you are right about the fire damage being clutch sometimes
toxic cirton used to actually be my favorite citron, but iron took that spot when i got him, and i realized that toxic is just awful lol, he can be ok if the team is all around one objective, but other citrons can do that but better.
and roadie z, while my favorite engineer, is just terrible. chemist and zoologist work because of warp and high speed, but engi cant pull this off. you will be lucky if you get 3 kills in a row with him.
I can agree with you that petrified is good, but unlike electro and cannon, petrified is a direct downgrade to almost all other cactus based on dps and consistency.
mystic sucks, no way around it, I can drop most kills as mystic too, but that doesnt make it a good character. Its far too reliant on a poor fully charged shot to take anything down, and even still, its not very effective. things like future cactus work because of the cactis ability to still use a primary effectivly and be good at damage spreading.

jackhammer is good and all, but its not got the "hit and run" ability that warp gives. Its just simply more of a tool for getting to one place quick and back. Though Im interested, based on my tiers, where would you move roadie up to?

The thing with tier lists is that they are highly subjective and don't reflect the complexity of the game.
A couple examples:
- Aim on console and PC versions affects performance
- Lag on console and PC versions affects performance
- The asynchronous design (individual character pick per team) affects overall performance
- Team synergy (strength and weakness weighted) affects performance
- Player skill and distribution affects overall performance
- The maps and modes played affect performance
- Ability usage/spam affects overall performance
If anything i would pick 3 classes and rate them as "easy to play", "experience needed", and "hard to play". Where a regular Soldier is relatively easy to play and detonation characters for example require experience but can be really powerful. Characters like the Law Pea are generally hard to play as they cannot rely on splash and deal little damage at long range.

Thats actually a pretty good point. I made this tier list as a ps4 player who would regard themselves as a very good player, who can play every character very well. I tried to factor in everything I know about this game to consider the placements, from each characters dps in a theoretical world of 100% accuracy, to how well they play on every game mode, their usefulness, etc. One thing I stand by, for example, is engineer being the least useful class, therefore he doesn't even make "best" tier. A fine class, just not as good as the rest.
