Plants Vs Zombies not loading from Steam.

Plants Vs Zombies not loading from Steam. "Unable to load Steam.dll"

I have tried pasting a copy of the Steam.DLL file into the PVZ game folder and veryfying the game files.  I then get about 20 windows opening all at once saying Fatal Error.

Also tried uninstalling and reinstalling game files and there is no register entry to edit the fullscreen mode.

I have tried probably everything I have found on forums.

This game will just not load.
