If you invested hundreds of hours into GW1 then you've probably forgotten how the original characters played before they received their Upgrades; it was easy to miss since the Upgrades just automatically went into effect.
In GW2 the original characters start without the Upgrades that you likely just take for grated as the "default" settings after a few hundred hours of playing them. Once you level them up you'll find that they will return to what you were used to from GW1 as they regain their Upgrades and you enable them.
In your example the Camo Cactus in GW2 is "weak" compared to a fully Upgraded Camo Cactus from GW1 because of the lack of the same Upgrades. Also, because the Upgrades don't automatically enable it's really easy to forget to go in and enable the ones that you want but once you do so the Camo Cactus will function pretty much exactly as you remember him from his Upgraded GW1 self.
