The characters that you mention do have advantages but they can all be handled by taking the proper approach.
I've squared off against all of these character types and in most cases the vanquish score is pretty even which would indicate to me that there was equivalency in our skills levels and the tactics which were being employed.
All things being equal there are certainly characters which are not ideal for taking on certain other characters and there are tactics which shouldn't be employed in certain cases but having difficulties because the other Player is better than you doesn't mean that the variant giving you problems needs to be Nerfed; neither does trying to take on particular character with another character who might not be suitable, or deciding that charging face first into oncoming fire is always the best tactic.
You might have trouble vanquishing Pea Shooters with a Scientist or All Star but I, and many others, don't have that same problem. The same can be said for your other examples.
Players will complain one way or another but there is always someone who is better than you are or who can handle a particular character in the best way possible, or who is just getting lucky enough to catch you with your attention elsewhere a bunch of times- at the end of the day you cannot Buff or Nerf away advantages granted by experience, player skill level, and hours and hours of practice with just one character. Nor can such things compensate for the "Kamikaze" play style where one just charges straight at the nearest opponent or just stand there out in the open while they shoot you in the face hoping that you can vanquish them before they take you out.

Do you not see that the electro pea and captain cannon take no skill, their bullets travel fast and the denotation doubles the size of the explosion. Plus the 5 damage increase.

Mate, trust me... there's no countermove plants can do over a good captain cannon player. Absolutely nothing.
Maybe only a schizoprenic jumping pea wich came out from nowhere can do something... or a chomper... or have 3-4 plants catching for you... but if this happens the Whole plants team suffers.
Same for the electro pea... an IMP simply can do nothing... don't tell me "use the gravity granade", because once you realize you have an electro pea(maybe jumping) in front of you... you are already dead before pressing the button.
As for the all star class... I'm not talking by my self or specific person... but in general... hitting a small point on the screen dealing 180 DPS on the face... for every all star is a nightmare.
For the "overpowered" term... yes I want to use this word for these characters..... when I see that me or other players, do 2-3-4 times the vanquish of the second best player... I have to say that maybe a part is for my skill... but a big part of this result is due to the OP character.
So yes, the word Overpowered is correct for the above mentioned characters.

Just a few days ago I was working on leveling up some of my Cactus variants and had several games where I had great success counter-sniping various Pirates- Captain Cannon included.
The key part here is facing a "good player" as you say. Captain Cannon has a bit of a learning curve where you need to learn when to detonate the round in mid-air for the greatest effect. For that reason a lot of the Captain Cannon players you meet have practiced and know what they're doing which is why they are effective. In my experience I've countered Pirates of all types successfully by sniping or counter-sniping with a Cactus from long to extreme range and I've also been able to successfully flank them with Agent Pea or Law Pea for medium range critical hits so it can be done- just this morning on The Great White North I was successfully counter-sniping Pirates who were barely visible camping in their spawn area from back by the Garden area.
I'm reluctant to use the Imp as any basis for claiming that a character is overpowered simply because they can be taken out in one or two shots because the Imp is specifically supposed to be that weak and there's a fair number of Plants who can take him out in one or two accurate shots which is why it's a terrible idea to stand still as an Imp for very long. It's the trade off for being able to call down a Z-Mech.
We also have to remember that there are a lot of children who play this game; I'd estimate that more than 75% of the players who have active microphones sound as if they're between the ages of 8 and 12 and none of them preform very well- most of them falling towards the bottom of the team performance-wise by the end of a game of Turf Takeover. Also considering the large number of lower ranked players I see in most lobbies I wouldn't use total number of vanquishes as an accurate comparison; just using the games I've been in for the last month as a basis I can say that I've yet to encounter a player who can score double the vanquish count of the next best player and I've yet to see anyone score three or four times the number; I've seen some lopsided scores between teams, like a top Plant player having 40 vanquishes while the top Zombie player has 20, but the top tier overall is almost always within a handful of vanquishes on average and only rarely more than 10.
I've said this in other threads but the truth of the matter is that anybody who invests the time to get good with a character and who has the right combination of skill, map knowledge, tactics can become that player who "breaks" the game by steamrolling the other team, especially if that other team has a lot of younger kids and new players, and the truth is that we've got a fair number of players on all systems who are at that point now.
Nerfing the characters that these players are really good with isn't really a solution at all.
I've also said in a couple of places that there are characters variants who are are simply rotten against other specific character variants; the Imp might be rotten against the Electro Pea but there are other character classes or variants who aren't. I've been able to use a variety of different Engineers this last week or so to great effect against various Peashooters.
My point here is simply that I don't seem to have the same frustrating time with the various characters who get labeled as "overpowered" as the people complaining about them seem to have- maybe it's because I'm willing to change up my tactics during play or because I see opportunities or maybe I just get really lucky in a whole lot of games but I can tend to keep the I-vanquish-you/you-vanquish-me tally fairly even and finish a game with a K/D ratio which is overall in my favor.

I disagree with that. There's nothing a really bad imp can do. Electro pea punishes bad imps that rush toward peashooter icons and lead off with gravity grenade and follow up with impkata.
