Same experience here. I have most cards, and 9 of the plant heroes, but I do not have all cards, and only 4 of the zombie heroes. And yet, I see only two very basic packs to buy on the 'packs' tab, and two random, uninteresting packs on the 'for you' tab. I still get the little red circle with the white number occasionally, seeming to indicate that there *should* be new packs available to view, but there never are. Just two on each page.
I do not think this is intentional.
I reported this all to CS, and they suggested I come read this forum. Gee, thanks.
