I changed the age settings to adult, and that didn't seem to fix the problem, but I think I figured it out. I had an Xbox Live account, with a sub-account. My kids wanted to use these two accounts to play co-op split screen, but EA doesn't allow both an Xbox Live account and a sub-account to link to the same EA account. The solution was to create an EA account (following the in-game instructions) to link to the sub-account. This seems to work, and they can now play split-screen co-op on both private and public servers.
This took me a while to figure out, but I thought others might find this helpful.
