Try this.. I just got home and tested it does look like it reads a user.cfg
Open Notepad.
Copy and Paste this:

((I have no clue how many of those are actually being read... I know for a fact some are though))
Save it as "user.cfg"
You cannot have user.cfg.txt enable "View Extentions" from Folder Options in Control Panel
Put it in your PvZ directory
\\Origin Games\Plants vs Zombies Garden Warfare

Are these causing or will help? I don't have any clue. If your system is a beast I'd lean towards no but if it's not a beast... maybe?
CPU Unpark has been used in BF4 for a long time, good responses.

** Yes all of that stuff I listed is for improving performance... will I get lucky and it fixes somebodies problem? Wouldn't hold my breath.
Sometimes I can see a smoking gun in a an error log like the one you posted... that one I do not... I've seen it before and I fail trying to help fix it.

Im not home right now, i will test it tonight and i will give you an answer as soon as i can.
About the performance I have an AMD quadcore aprox. 2.1 GHZ and 8 GB of RAM, when i tested the game i was also checking the cpu and gpu temperature and it wasnt overheating or anything, sometimes i got the PvZ error having like 58 degrees on gpu and i tested on other games with higher quality and my gpu went to temperatures close to 90 degrees without lagging or freezing, i have a Radeon GPU, also checking the performance i still had a lot of free ram and the processors were like on 20% of use.
I will reply later after testing.

If you want something else crazy to try...
Add this to your PROF_SAVE_profile file
GstRender.MantleEnabled 1
Assuming it is a 7xxx series or higher that supports mantle.
I have no clue if this game supports mantle... since it isn't in the PROFILE by default and set to 0.... not a good sign... who knows tho.. I mean if were out of good ideas and it isn't working, whats the harm right.. Maybe we hit the lottery.
**I'm using BF4 and BF:H to get all this stuff from, since it's the same engine**

I don't have an answer other than the wall of phooey I already threw up. I think it's telling us there was an instruction error.
It might require a patch.. I still have only played the game on super low end systems and launched it long enough on my gaming machine to test settings files.
Sometime tonight I'll know if I get it too :P

I tested creating the .cfg file, also modifying the PROF_SAVE_profile, also running the parked cpu and the empty stand by list and unfortunately the bug keeps randomly appearing so it didnt worked ☹️
i hope there is a patch or something soon, if you get new ideas or anything else please let me know i will test itthanks for your help bro
