What are your system specs?
The first that comes to mind to try is force Borderless mode (or windowed) to see if it's any different.
It certainly sounds like a Display Driver issue though. System specs (dxdiag) will give us a better picture to draw conclusions from.
* Does it ever crash?

Operating System: Windows 8.1 64-bit
Processor: Intel(R) Core(TM) i7-3635QM CPU @ 2.40GHz (8 CPUs), ~2.4GHz
Memory: 8192MB RAM
DirectX Version: DirectX 11
If im missing anything just say and i'll try to share it
Changed to borderless and windowed and tried to play with both, same error on garden ops and mutiplayer still doesnt work
I dont really know how to work with dxdiag or what is does so i cant tell much , but if you want me to see something there i can see if i can find it
No, it doesnt crash ( at least from what i've tried to play), i even opened some packs to see if it was all ok and it was

Go to the display section.
Want to know what the Device Name is as well as Driver's date.
You may have multiple entries (i.e. one for Intel HD4000 and another for a dedicated nvidia card)

I dont see any more of these, not even nvidia.
