I figured it out. The only way I was able to setup an account for my under 13 child was to download the Origin client, install it on my PC (!), then log on myself, purchase a free app, and then create an account on my PC for my child. It will say the child is underage, and then requests the parents credentials to create the child's account. An email gets sent ti the parent, to verify that it's ok. Once this is done, you now have an account for an under 13 year old. This account is AUTOMATICALLY restricted from various chat, features, and anything that might "harm" my child.
Once all this was done, I then had to go back to the XBOX One and sign in as my child. This time it allowed to access the game.
What a convoluted system.
If there is a better way I don't know what it is.

Actually, I'm confused. You said he cannot access online play, but then said he received a rude message for doing so. Maybe I'm not understanding the exact circumstances of your problem? I play every day with my 7 year old daughter, both online and off. Her account, with her actual age (I think on PS4 it's called a child account) allows her to do whatever I set it to. We play with my other gw2 friends, so I've changed it so she can use the microphone and accept and send friend requests with my other friends,, which by default were turned 0ff. I'd like to help you get it worked out if possible.
Either way, I'd suggest to not engage with people who send you rude messages on your game, just block them and move on.

she bought the game and was play testing it to see if it is suitable for her child
then said player tells her that her child is unwelcome on the game and her and his account will be permanently banned if she allows him to play

OK. Advice remains the same. Block the message sender (or, depending on the tone of the message, report them for abuse) and move on. They are full of it. This is so bizarre that I almost can't believe it. I feel like there's some piece of information missing here, but i'm taking it at face value.
@EA_Andy @realitysquared Could one of you comment on this thread please?
