The Cactus upgrade path is different to other classes; here's the standard upgrade path for the regular Cactus:

1. Health Regeneration Delay Upgrade

2. Speed Upgrade

3. Health Regeneration Upgrade

4. Reload Upgrade

5. Ammunition Upgrade

6. Zoom Upgrade (because the Cacti are ranged specialists)

7. Damage Upgrade

8. Health Upgrade

I've looked into what the upgrade paths are for Torchwood and Hover-Goat 3000.

Torchwood uses the same upgrade path as the All-Star.

1. Heath Regeneration Delay Upgrade

2. Zoom Upgrade

3. Health Regeneration Upgrade

4. Overheat Penalty Upgrade

5. Speed Upgrade

6. Overheat Upgrade

7. Damage Upgrade

8. Health Upgrade

Hover-Goat 3000 uses the same upgrade path as the Foot Soldier, Engineer and Scientist, among others.
