I find this happening pretty often, and it has nothing to do with NAT. All I can guess is that the servers look to fill nearly full rooms first, and empty ones are left to die out, in an attempt to keep as many rooms maxed out as possible. I've had small rooms have join-ins before, but it's rare, and usually it's best to back out when it forces you to wait for players. I'll be honest, though, I love small matches where it's easy to take the point, so you spend all your time messing around. XD
