Ok so you are able to sign in and get to the main menu? Can you enter Garden Ops?

Or is it not letting you even into the main menu>?

If you are on 360 here is my suggesstion

Delete all the garden warefare files

Redownload

Reboot

I can get to the main menu but I cant play garden ops and muilplayer. I tried again but it still says I have to download it WHEN I ALREADY DID!! I am signed into ea servers on xbox 360 so i played need for speed rivals and battlefield 4 muitiplayer on xbox 360 and it let me. The problem is that i download verity pack for garden warfare and after that it says I have to download it. I HAVE NO IDEA WHAT IS GOING ON. BUT EA FIX IT!! OR I WONT BUY video games made from you. This isn't the 1st time when this has happened with ea games

Calm please.
Did you try what I asked? Did you try deleting those files, reinstalling them, and rebooting the console?
Please do that and let us know what happened.
You also have the option to call customer service

No you dont have to delete your save...the save is stored online.
Your only deleting the DLC game files, this should not have an effect on your cards unlocked etc

Enter your System Settings:
- Select 'Storage'
- Select 'Hard Drive'
- Select 'Games and Apps'
- Hover on 'Plants vs. Zombies Garden Warfare'
- Press Y Button
- Select Delete
- Reboot the console

After the console is rebooted, and you boot the game, you'll be prompted to redownload the updates. After this is complete you should be good to go.
