Occasionally, it just stays at black screen instead of logo page. 

An HD 7470 is a relatively low end video card.  Compare it to the HD 7670 and the HD 7730 to match to the now-unsupported HD 5750.

You would have to run your screen at a VERY coarse setting, all graphics as low as they can go, and you will still expect regular slowdowns from using that video card, assuming you get it to run the game in the first place (failures likely caused by the extremely ancient and incomplete graphics drivers).
