UPDATE: I fixed the issue, for any onlookers who might have the same problem, what I did to fix it was go to https://www.nvidia.com/Download/index.aspx?lang=en-us , select your GPU, then re-install it.

@dblcherryyI got another solution: The issue with the driver, reinstallation, D3D11, etc. But my solution was to turn off HDR in Windows. Seems not compatible with my card or buggy with the game, I don't know. Happened when I tried to play on the TV that has HDR (monitor hasn't).
