My CPU is Intel Pentium G2020T @ 2.50Ghz, and my Graphics are HP TouchSmart (1600x900@60Hz) Intel HD Graphics

It just isn't suited for modern games. Older games should work decent on it or games using older engines.
You could try putting everything on the lowest possible settings. Change your resolution to 1366x768 in the game (or even lower)
You could try adding these settings. Some I don't think are even being read but some are.
Open Notepad.
Copy and Paste this:

Save it as "user.cfg"
You cannot have user.cfg.txt
enable "View Extentions of Known File Types" from Folder Options in Control Panel
Put it in your PvZ directory

I am almost done putting the user.cfg. into //Origin Games/, but where do you find The //Origin Games/ File?

This is the default:
C:\Program Files (x86)\Origin Games\Plants vs Zombies Garden Warfare
It can be found:
Origin -> App Settings -> Advanced -> Game Install Location

Now i start the game, do Left Ctrl + R, and tell you my frame rate?

My Frame Rate on the Menu is always 30 FPS, But when playing Ingame it is usually 15-20 FPS.

That is probably the best you are going to be able to get sadly with that computer. When heavy action starts on screen... *shivers*.
