@ChairmanRay I can't answer specifically for PC, but I think most platforms have found currently that the lobbies are a lot fuller when the kids are around, so mid-afternoon to mid-evening & weekends.
Outside these times if you can't find a game, you could try changing the region (option in multiplayer portal).
I think there have been a few threads about problems with empty lobbies / match-making though, so it might be useful scrolling through the topics posted or searching.
