I would suggest setting everything to low.
Run at a reduced Resolution (1366x768 for example)
Everything is on low, and all possible is on off,
1366x768 is the resolution I was running, and from all the things that you asked me to do the only thing that improved the frame rate ( a little, from 8 to 11 in characters screem ) was setting the resolution to the lowest possible. 1024 x768.

You cannot have user.cfg.txt enable "View Extentions" from Folder Options in Control Panel

Did it, no change at all, since don't exist one of this file by standard in this folder I don't think its being read at all.

These guys were already on 0, so no result, but messing a little with this file, when I set

in game the graphics api changes from direct3D 11 to Mantle. I don't know if its a released feature or not ( since I can't change it in game ) but it greatly decreased the cpu usage. from 80 - 90% to 50 - 60% on character screem.

You could try going to Catalyst (driver software).
Change 3D Prefences Textures to Performance or High Performance.
It already set as high performance for all applications and to use application settings always ( had issues with it before )

I don't think we are going to get it playing great, but with a little luck that might be able to boost your FPS.
Even with the resolution set as minimum its still unplayble, very sad.
