I'm missing the camo cactus and have a piece for that one it's level 6 going on 7 and the toxic and armored chomper that's a level 4 I think

Well, to unlock the Camo Cactus, your cactus level has to be 10. Aswell as the Toxic Chomper requiring your Chompers to be level 10. Both of these characters you'll unlock from the character level up packs you get after leveling up.
As for the Armored Chomper, he is unavailable from the Incred-plant packs, as it was introduced after those packs were released, in the Zomboss Down DLC. To get him, either buy the Zomboss Down packs, or the Spectacular Character pack.
Each character has 7 variants (except cactus and peashooter which have 8 ), you start out with one... the default. (leaving you with 6 to unlock)
4 variants can be unlocked from sticker packs ( including the Spectacular)
1 variant can be unlocked from the Zomboss Down sticker pack or the Spectacular Pack.
1 variant can only be unlocked by getting the character to level 10.
Berry Shooter and Citrus Cactus were given as a free Aquafina promotion to everyone and should have received a free stickerpack for each of them..
