Can you try restoring the game licenses in your PS4 settings, and doing a hard reset on your Console?
Select Settings > Account Management > Restore Licenses, then fully turn off your Console for 30 seconds or so, and turn it back on.

Hi,
I'm having the exact same happening.
Although I don't use split screen, I find the stuttering in all areas. The same issue, trying to move forward but it jumps back and forth, this last from a few seconds to 10 or so seconds and this has been since I started in December.
It happens in all areas Giddy Park, Arena area, playing Gnome bomb, it becomes very frustrating.
I tried the restoring License and hard shut down you advised elCrumbo, but unfortunately it hasn't helped.
I just wondered if you have any other suggestions

In split screen I have been having serious issues with game play. Constant stuttering... I posted another thread about an issue which is when in split screen in Giddy Park the screen becomes very dark and the resolution looks like its downgraded. When I return to single player it’s back to normal brightness and resolution..
