From what I can see with your Technical Issues post here, you are a PC player. By the way, thanks for attaching your DxDiag as well.

Now, you may have tried some of these following steps I am going to suggest to you, but if you have not, perhaps take a go at them.

Try logging out of your Steam/Origin account (I’m not sure which one you play on), then log back in, and see if that makes a difference. If that does not work, try deleting your Battle for Neighborville file directly from your computer files, rather then from the Steam or Origin website, then re-download it from your respective website. If that does not work, try rebooting your computer and seeing if that makes a difference.
