Just my thoughts how you can fix her:

1. Tune her weapon dmg down to 7 or 8.

2. Her Range should be changed also. Her homing shots are ok but her other abilites are handy in close or medium range combat. So i think her weapon shouldn't have this high accuracy at long range. Maybe you fix the range or the accuracy at higher ranges shouldn't be very good.

3. Rose is meant to be a support class and she has lots of abilities to flee from combat or to control the battlefield. Compare this with the scientist and he is already dead in critical situations. However, the player made a mistake and wasn't cautious enough with him.

In my opinion you should think about reducing her health to 100 instead of 125 to reflect this idea of a support class.
