Only the Red Chest for 50 Rainbow Stars has any chance to award a Key, neither the 10 or 30 Rainbow Star chests will give you one.
Despite the announced 75% drop rate for a Key from the Red Chest the system has shown an uneven rewarding on an individual player level with many people complaining about being slighted week after week. It's not necessarily a bug since many players have already collected a full set of Keys and seems more attributable to the rather vague and unreliable way RNG systems can function with the small sample sizes you see on the level of individual players; it will likely even out as more chests are opened but getting to that point will no doubt be frustrating as you have only 3 chances in a month.
