TBH I think there's usually one server full and another when there's too much people. I asked a friend who also plays and sometimes he gets into an empty game while I'm in a full one. Who knows, I'm probably wrong though.
That could be. If so it's disappointing as that means the overflow server isn't getting that many people on it. I have been in matches that died down in the portal, left, went back in, and they were full again with a mix of people from earlier and new ones. I do think the population is hurting after so long with no real content updates but still enough to get games going, maybe the new dlc coming up will help.
