If the doors to Town Hall are closed so you can't go inside then the Mystery Portal is deactivated; it will only be active from Thursday through Sunday on any week where there is not a Community Challenge.

If you are attempting to use the open and active Portal while in Split Screen it probably won't function for you since online Multiplayer is locked out when you are in Split Screen mode.
