Due to pathetic drop rate in packs most are saving for Rux and packs. I have noticed the same thing.
As I said in an other tweet the drop rate of minions is just bad. In GW1 I have like 1000 toiled zombies in GW2 I got almost no minions and Im, without the roses, last level. In the new FF-pack you spend 10000 coins on a single minion, thats the average profit of an TT game.
