I feel your pain.
I have just got my first legendary from the card packs and i am almost level 1500. I got both pieces this week.
I like your idea.
My idea would be to give the legendary character once all the other variants of the same type were masters.
I mostly play team vanquish and more or less plant still have a chance there, so im more likely to see something new added. I really want some new variations for Citron... Fire Citron would be cool as ****
