I feel your pain.
I have just got my first legendary from the card packs and i am almost level 1500. I got both pieces this week.
I like your idea.
My idea would be to give the legendary character once all the other variants of the same type were masters.
Agreed. Either way would be awesome. Getting all others to master would be like on the first game getting to level 10 to unlock fire pea, metal petal, etc. I could go for that, but this luck of the draw stuff in the packs is *. I opened 80 of the 35k packs, split between the WPoG, and the one for the plants. I have roughly half of the sticker book. I have played against so many Disco Chompers and other legendary characters and they were in the 2-300 rank range.
