Is the Xbox always going to get timed exclusivity of DLC even though the PC version got the new map first?

If developers want parity between their games then DLC should come out at the same time on every platform shouldn't it?

I didn't buy PvZ Garden Warfare on PC because we got a new timed exclusive map as I didn't even know we were getting it.

It's about time developers treated all their fanbase as equals not favouring one platform over another. This goes for all games and all developers/publishers.
