    Torchwood is not a mech he's just happen to be a tanky character. That being said, the mech has more Hp then that. An now both sides(Plant & Zombies) have two tanky characters, Plants have Citrion an Torchwood, An Zombies have SuperBrains an the AllStar. But you kind of got to remember that the imp is a 2 in 1 character. So it's balances out in a way. So it's really zombies got three tanky class not the two if you think about it.

I thought Torchwood was OP, but he is NOT!

He dies easily if he runs towards two-three players. He's a distance character at best.

    In a one-on-one battle where a Torchwood and a Zombie are both in each others faces with all else being equal the Torchwood will come out ahead because of his higher Heath against anything other than a Z-Mech if Special Abilities don't come into play.

    This is why you don't want to simply charge in with a "Run And Gun" play style- it's the same situation as Plant vs Z-Mech.

    You want to approach any character with more Health than you, or any character played by someone really good with them, tactically because otherwise they will take you apart.

    As I've said numerous time on these sorts of posts, just because you don't know how to approach a certain character class or certain skilled players routinely knock you down with a certain class or just because you approach the games combat by charging face first into everything doesn't mean that the opponent frustrating you is over powered.
