That was my first thought too.
But after playing Torchwood a while, I realized that is good but not op. It's a bullet sponge with average dmg and a very easy target. Works better at mid range
Was in a TT game last where on the opposing team, the guy played the Torchwood. I barely saw him, he mostly hid far away from the garden site shooting as a sniper.

he shouldnt be a sniper but he also shouldnt be up in zombies faces all the time if you wanna use him right the way i played him before i mastered him was how i play almost all characters i use aka defensevly he should stand near the base if defending ready to get reid of any zombies dumb enough to get close or push with a few plants to help take out a base if attacking clearing out the capture point
if you use him this way youll rarely die and at the same time help your team a lot while not making a target out of yourself unlike most players we see who also like the mechs go in guns blazing then * up a storm about why they died like they were supposed to be immortal
