    I've been playing Multiplayer on the PS4 since the new classes became available and I've yet to see more than 2 Torchwood or 2 Hover Goat 3000 characters during a session so based on my personal experience you may be exaggerating the presence of these characters just a bit.

    The Torchwood is not overpowered and it is not impossible to handle if you play your own Zombie character properly. Just a short time ago I was in a Turf Takeover game on the Moon Base Z map and I was playing the Roadie Z Engineer and it was easy to continuously put down any Torchwood which appeared; not only with the Big Bolt Blaster but also by getting right up on them with the Roadie Z's sound blasting based close range primary weapon while on the jackhammer.

    The character might be formidable but they can be put down with little fuss if you handle your own character better than the other guy can handle their Torchwood.

Torchwood isn't OP and i find the hover goat better and far more fun to play than the torchwood even though i've had plenty of fun rounds with the torchwood when i've actually used him what he's for (to tank and push forward obviously)

That said i can understand how at some point it can get crazy when more people unlock him. I was in one turf takeover match where like 7 people were using him. It was pretty crazy but ya know what? while we couldn't really push forward  when that happened the torchwood players still got destroyed and didn't even get any boasts.

I mean to be honest you can use that kind of excuse with any character in this game. Time and time again certain characters never became a problem until the community starts stacking a bunch of the same characters on the same team and it has happened a lot in this game with the imps, elctrobrainz, citrons, ect (though rose and frost citron were a legit problem)

The character itself is not OP but i do think his Smoldering madness skill should be nerfed not damage wise but cooldown wise to not have it refresh upon death and probably give it a longer cooldown (similar to the impmech) because that's where the problem starts when you're dealing with multiple torchwood players. Aside from that i wouldn't say the torchwood needs any other nerfs aside from possibly his health (250 is fine) and his movement speed because he is faster than the corn which is pretty silly
