Not sure what I missed.... I just posted this in the Bug Section/Forum:
Doesn't matter the character I use, whether I vanquish enemies/foes, etc... the painting will not allow me to feed it:

Complete all medals for the painting, just had the same problem, I had to get all invoices once I completed that all I had left was the painting with 75 tacos and that's how it worked for me.
