They are not cutting it from other players seeing as how you have until 2017 to reach that rank in the first one. That is plenty of time for anyone to reach 313. Please do not be one of those people from the first game who complained that they were unable to get the chester characters and forced PopCap to give them to everyone for free. If you were loyal enough to reach max rank, you get a special character. If you didn't, then you get other bonuses.
