If the Cooldowns are now similar then I don't see the usefulness in using the sticky goop over the super sticky goop. I'd be careful because now you could bring to light the need for them to nerf the super sticky goop to make it longer than the sticky goop so that there is a difference.
But in my opinion since they are so similar now in terms of cooldown what they should do is make the regular sticky goop have more splash. Meaning more people can get caught in it if they are grouped together. That would keep one from being obviously better than the other, and so that they both remain useful.
