On the original question, all six party characters have already been offered as paid DLC. You might be able to find codes for the upgrades still available at gamestop's website or on amazon.

i am a kid though, so a lot of free time and not much money allowed to be spent is about my day.

For me the only reason to have the party characters was to be able to achieve max rank. I ground them out quickly and then forgot about them, for the most part. I agree with your assessment, though I do know plenty of high skill players who do quite well with them.
Also, I'm a bit of a completionist, so that's another reason I wanted them. Right now, the fact that I'm short over 100 FLF stickers and only average one sticker per 100-200K coins is quite annoying.

I haven't run Infinity time in over a year. I really didn't mind it once in awhile but like Cats and Dinos it gets a bit tired after a time and once I got all the party characters I bought the last few missing stickers via Rux and a few of the packs.
Party characters are in an odd place. They are better now with the shared vanquishes than they used to but some are definitely better than others. I still enjoy playing them regardless of that and especially the Imp for his awesome music!

Party characters (underperforming then overperforming) are designed for advanced players who can collect strikes (even underperform) then have a party to celebrate it.
Note:
For me, I like party rose music the best.
