Why doesn't Popcap love this game as much as the first?

All of Garden Warfare 1's was free.  Reminds me of a game called Killing Floor 2, the game is in early access and it advertises updates as 'free'.  Heck, I'd buy a season pass even if it actually gave content unlike most of these past few updates we've had.
