I watched a few times and tried to pause it at key parts of your video it now that I got a chance to do so (lunch break!) and it's really hard to call. It looks both like they're both just a tad bit too high (millimeters in RL) and the circular impact effect from them hitting the terrain just behind it makes it harder to discern since part of that effect is obscured by the target. I'd love to see this in a motion capture video to confirm one way or the other.
Edit: I wish the targets displayed the damage caused like enemies do to confirm this one way another. With Chomper and Super Brainz , I see damage numbers pop up from melee attacks but no damage caused often. I've seen it in both GW games on ranged as well but it's rare there although I have directly hit a weed in GW2 with a ZPG and saw the big number from the hit and it was undamaged. It seems like a netcode problem but not 100% sure.
