They released the loyalty rewards a good month before the release of Garden Warfare 2 so you had plenty of time to power level to rank 313 and if you did not do this, you don't deserve the unicorn ch...

I think "soon" might be a little out of the realm of reality, they gave players one year to unlock it before the cut off date. At a MINIMUM it will be exclusive to rank 313 until that period has ended and even at that, there is no guarantee. If anyone really wants the Unicorn Chomper I highly recommend they earn it before then because I wouldn't want to wait a year and have them not give it out.
