The card is balanced (kinda), because you are not counting an important fact, that is that you need to draw an specific card. Twice.
You need to have the Leprechaun Imp to have the pots shuffled. THEN you need to draw the card, in order to get the actual card draw.
If you are going to pass through all this trouble, it is comprensible that it should be a better effect than just using Fun-Dead Raiser to draw 2 cards.
(Maybe we could change the card a little, and making the pot shuffle a "when destroyed" effect rather than just a "when played")
HOWEVER, I do agree that plants should have more drawing mechanics, I'm just saying that I don't find anything wrong with the Imp.
