It's possible the shop you're trying to upgrade is already at its current maximum. Which shop are you trying to upgrade, and which tier is it already at?

I am trying to do the one that looks like a bubble gum machine top far right. And I am on 90 and it says to upgrade but I get stuck.

The one that looks like bubblegum would be the Candy Shop. It sounds like you're at the current max level there, so it's not possible to upgrade that shop further at this time. Thanks for your interest in additional levels, though!
There's often regular game updates to various games, like the one that added the current Town Celebration in Sweet Tooth Town, so please keep an eye on the Pogo Insider Blog for updates as they're made available.
