If you're seeing duplicate charges and not just authorization holds (which should have typically fallen off by this point), I would definitely get in touch with our support team directly so they can take a look.
If you create a new case here and select Game Support > Pogo > I want a refund, you should be able to get in touch with the support team so they can check into this with you.
I clicked that link and still there is no where that says I want a refund and no where that it says create a new case here. I did see that a few days ago somewhere at the EA Help site, but it was only for wanting a refund for the purchase of a game, which is not what I purchased.
I followed every one of the steps you listed, which got me as far as the Request a Refund page. At the bottom of that page, it asks for first name, last name, and email. In the box below it where you write in your information requesting a refund, it says, "You don't have any games that qualify for a refund right now", and it won't let me type anything in. I had not purchased any games, just gems. This is really getting frustrating. 😒

That should take you to a screen like the one below. It may prompt you to log into your account if you have not already done so.
Your email should be filled in here automatically, so just click the box matching your platform (generally PC is fine if you're not sure) and that should allow you to click Next.
Finally (we're almost there!), you should see the screen below. Double-check your email is correct and fill in the other details, then you'll be able to click Send and start a chat so an advisor can check into this with you.
