Sweet Tooth Town

Does anyone know how to get more spaces in the tiers in Sweet Tooth Town?  I have some that say "out of stock", and if I click on them, it says please upgrade.  I try to upgrade, I have plenty of coins, but it will not allow me to.  Are they just not available yet?

I have also gone into construction mode, but it will not show them in there either.
