Can anyone help me I have been playing this for years and can't get past level 30 what am I doing wrong????

Would you mind sharing which town this is in, i.e. Bakery, Chocolate, Ice Cream, Candy, etc. If you're unable to locate the name, a brief description would help too.
I have been stuck on the second cupcake for over a year, I believe it starts with level 26 any help would sure be appreciated.
