Merge academy Garbage can not working

When the garbage can renews every 24 hours--I get those lightning bolts.  But when I pay 10 gems to renew the garbage can==it says it works--but it will NOt award me the gems.  Ive tried this several times and lost at least 50 gems over several months when I try it.  It never lets you renew the garbage can
