Monopoly Sudoku - 124/128 stars with all Houses and Hotels

in monopoly soduko i have perchased all houses and hotel and the game says i need 128 stars to progress to airport, and i only got 124 stars and no where to purchase anything else. so now what?

How to get last 4 stars when all is completed in Monopoly suduko..have 224...need 228
