max bet in pogo slots, i have completed all available quest cards and I am on level 10 but my max bet is still 2... can you tell me how the max bet is increased?

I have completed 8 quest cards and countless coin cards. What do I have to achieve to be able to increase max bet? The lowest bet per line on the paytable is three and goes to 5. What triggers the max bet raising from 2 to to 5? I am not able to bet more than 2 per line.
