Thank you for checking those steps, I know it's a lot of work, I do this weekly myself to keep my devices up to date.
The troubleshooting steps given are common suggestions given on a gaming site to help mainly with memory, graphics, browser issues and updates. If these steps did not resolve the problem, there could be something else causing your device to act this way.
Unfortunately, there are only troubleshooting steps that can be given on this platform, any removing or deleting of your computer's programs to check for fixes is not advisable.

For further help on your issue, you can:
- Visit the manufactures website who made your computer/device, normally they have a help area or community forums like this where they will have more in-depth checks you can do.
 - Internet search on this problem "online game is choppy and slow", they have articles and videos for just about everything and maybe other suggestions than what can be given here. There is a lot of free information online.
 - Talk to a trusted person who can look at your device to help find a resolution.
