Your GPU reports both appear to have a section that links to new drivers for you, although the link itself poofed in the cut and paste. Can you look up your report again in-browser and give the driver links under this section a try?

Please keep in mind that adjusting the flags is a workaround rather than a fix, as the flags can be overwritten by Chrome or Edge on a future update. For this reason, adjusting the flags is not supported.

I have updated my driver under Device Manager and this link. I am still having this problem. Seems worse everyday
