some of the cards in Snowbird Solitarie will not turn over, anyone know the reason?

Is it happening on levels with the Volcano Alert? I found that some cards under the Volcano wouldn't turn over unless I let it erupt and generate the additional cards. I
yes, any reason why?
I figured it was just a glitch in the game. I'm not sure what the reason is. It was just something that I noticed on some of those levels
